Honda repeating the same mistakes?

Saw this in the Takagami article on Crash

"Most of the time it's really difficult to show our real potential, because the main thing is that the engine performance is completely different, and always the latest engine spec has more power and speed.

"In MotoGP if you lose one tenth in the back straight or the long straight, it's difficult."

Are they still chasing horsepower at the expense of rideability?

The way those comments read is the rider saying loosing time on the straight makes it more difficult everywhere else. He is asking for more power and saying not having the latest bike mean not having the most. Not a case of him asking for less and Honda making more in spite.
